Feedback for car selling purchases

Why is it that if you are selling a car and the purchaser is a time waster and a sale falls through you cannot provide negative feedback also if you have to relist you get charged again when it’s not your fault and it seems to be impossible to contact eBay.

its over a decade since eBay stopped sellers giving buyers bad feedback.

You sold the same car twice within a few hours.
