Faulty new purchase

I need help with a faulty new item I purchased 20/8/2024, the seller has wasted so much time , now the returns time has expired. Now the seller isn't even responding to me now. 
I purchased a battery operated chainsaw, which works fine, but when I come to charge the battery, I found the charger was faulty.

I don't know how to move forward with this, I cannot find a option on eBay help.

im not familiar with problems and issues to report to eBay. 
I payed via PayPal 

I don't know how to proceed.

You are too late to get help from the ebay's 30 day money back guarantee.

 

You should contact your payment provider to see if they can help and start a chargeback.
