R eBay involved in this fraud 15 deception scam because it seems like they are cause I have six customers that this one seller has done the same thing to time and time again yeah eBay I’ll just facilitate the fraud theft and deception. Maybe somebody can let me know because as it stands, I will be taking legal action against the eBay the buyer that so-called delivery agent that doesn’t exist eBay sort yourselves out you are lying Steve

eBay is a selling platform, so to ask if they are complicit in any kind of fraud is nonsense. Sellers use the platform to list their items on and are responsible for their listings.

Why do you have customers (buyers) who have had issues with another seller?

Right, having looked at your feedback left for others and the neg you left for a seller, I think I can see what is going on here. I've come across this scam before.
Did you open an eBay item not received claim and lose it because there was a tracking number showing delivery, even though you didn't receive it?

I had the same thing happen to me with the fake FedEx tracking number. Bit of a fight but you can get your money back.
Can you just confirm that you opened and then lost the eBay item not received claim?

But was it was incorrectly addressed, or incorrectly delivered?
Appealing cases (assuming that you opened and lost one) where an item was incorrectly delivered can be hard work. You would need to be show exactly what happened, and to prove it.
Every responder has had to ask you for more information. It would help responders to help you if you could please just explain fully and clearly what happened.

Is there a tracking number showing delivery to a post code that isn't yours, or does the tracking number just show as 'delivered'?

Contact eBay first thing in the morning, ask why you lost an item not received claim when the tracking showed that the item was delivered to a post code that wasn't yours, and that if they look at the sellers account they will see that he is fraudulently issuing fake tracking codes that aren't valid for his buyers correct delivery addresses, that it's a common scam.
Keep it simple, just stick to those comments above and I can't see why eBay shouldn't refund you. Come back here and let us know what happens.

Okay, I'm surprised that eBay aren't taking notice. I'd ask them what the reason is why they won't refund you if tracking shows that the item was delivered to a different post code. Keep it simple and throw that one question at them.
How did you fund the payment, did you use a debit or credit card?
