If you're the buyer you should have opened a "not received" case on ebay. That has to be done within 30 days of the estimated delivery date so too late now. Try ringing your payment provider and see if they can help with a refund.

Assuming you are the buyer it's too late now to contact ebay, you must contact them within 30 days, which means opening a not received dispute.
Contact your bank to request a chargeback.

That sounds as if you bought postage through Packlink. If you did you have to claim through them and not directly with evri.
You are now out of time to claim with Packlink.
