I've apparently won a bid for a item. However the bid I put in was for £275. Yet Ebay says my bid has won for £350. Can I refuse the to purchase?

eBay tend not to make that sort of mistake but you can contact the seller and ask if they'd mind cancelling. Then they can offer it to the underbidder.

If seller refuses to willingly cancel, they can cancel as unpaid after 4 days.
This will Give you an unpaid strike, 1 won't harm you, but 2 in 12 months can restrict buying.

Without seeing the biding history it's hard to comment. eBay is unlikely to have made a mistake. Did you perhaps enter a higher maximum bid that you intended, or unintentionally select a premium delivery service if this was offered as an option?
Another possibility is that this is VAT. The difference is a bit over 20%, but this could be accounted for if the delivery cost wasn't included in the £275. eBay collects VAT for HMRC on some purchases when either the seller or the item is located outside the UK. In this situation VAT is the buyer's responsibility, nothing to do with the seller. You could ask the seller about cancelling, but they may not agree.
