Ebay change "Seller paid after delivery."

I've just had a long chat with an Ebay agent regarding "Seller paid after delivery." change from Ebay.

I sell postage stamps and usually sent in an envelope by 1st class and I get proof of posting.  There is no tracking included as it will raise the cost from £1.65 to £3.35 which buyers will object to.

The agent advised that if no confirmation of delivery is received I will get paid after 14 days.  So what is the point of Ebay's change.

I think ebay are looking for sellers to post a lot sooner,so they get paid quicker,as a private seller won't get paid until tracking  shows delivered.

If your prepared to wait 14 days for untracked payments then that's a lot of patience.
