I purchased an outdoor camera on order number 23-13002-24476 he lied to get a sale he claims he lives in Stafford West Midlands when he is emailing me from the USA he claimed he sent the item twice by tracked mail and this was untrue and EBAY are not giving me my money back and state I must sort it with this scammer so EBAY have my money and they have stole my money

as you give no dates I guess you are out of time for an eBay case.
try contacting your payment provider for a chargeback.

No, eBay hasn't "stolen" your money.
You bought this item from a seller in China, although the item location was stated to be in the UK. We don't know when you ordered this, but it was apparently within the last month and delivery was estimated to be about week.
If it hasn't arrived by the latest estimated delivery date you should have 30 days from this date to open a case for a refund under eBay's money back guarantee. The seller will be required to provide tracking proof of delivery; if they can't, you will receive a full refund.
You say in your feedback that eBay wouldn't get involved because it was labour Day in the US. I don't know what this means but it has no bearing on your right to a refund. To get this, you need to follow eBay's correct procedures, see below:
