What is the procedure if you sent a refund to the wrong user (the item was identical and almost the isting)

I've contacted the "wrong/previous buyer and he doesn't respond.

I'm afraid there's nothing you can do on ebay to retrieve the refund.   Give them some time to answer.    Hopefully they will be honest enough to pay again.   They'd have to use something like Paypal.

Chances are that even if buyer wants to repay you he does not know how.

There is no way through ebay, it has to be done using paypal as suggested, or bank transfer, which means giving bank deals to buyer.
