I bought a 'Barbour' jacket from seller in December 2024. I recently sent the jacket to Barbour for refurbishment. They subsequently contacted me to say the couldn't complete the work as the jacket was counterfeit. The seller refuses a refund and I'm not sure how to resolve this. Any help appreciated.

You cannot report this to eBay as they do not offer warranties or guarantees on items, just that they are just as described on receipt. If they are not, a buyer has 30 days under eBay's 30 day MBG, Money Back Guarantee policy, to return the item for a full refund.
If you bought this from a Private seller you are too late to claim a refund. Not sure if you're in time to try your payment provider for help with a refund , but most are under a 120 day policy for refunds.
It's doubtful you purchased from a registered UK business, but if you did, then turn to Trading Standards and Citizens Advice for your next steps, if you wish to take this further.

You can't do anything through Ebay who allow you 30 days to return an item, and you are probably out of time to open a claim through your payment provider - most give you 120 days.
If you bought from a UK business seller who is selling similar coats, you could try reporting them to trading standards.
If the coat was secondhand, the seller may have been unaware it was a fake.
