Contacting eBay direct

I need a contact number for calling and speaking to eBay, I had a buyer that didn’t contact or show up after winning my item and eBay are trying to charge me for listing, also I have tried several times to pay the fees and it will not take a payment on any of my cards I have funds on all and approved them and it won’t take my payments so I need to speak to them
