Combined postage UK wont let me

Hi

im trying to combine postage and send an invoice, but i keep getting this message

"Invoices cannot be sent for items where eBay manages all or part of the postage. These items are excluded from this invoice."

What does this mean? If when sellling i let ebay decide, it wont let me raise an invoice and buyer has to pay all postages for each transaction?

Are these orders for an international buyer?

If so, it's not possible for the Global Shipping Programme to combine orders for items sold via auction.

The only workaround would be to cancel the orders and then relist with your own postage to their country, which you likely don't want to do (unless these are low value items I wouldn't).
