Charged to relist motorcycle after non payment by buyer

Hi, my first time trying this, I listed classified ad for motorcycle £19.99 fee, a buyer made an offer that I accepted, I waited, messaged but nothing, following links and ai help chat thing I managed to cancel the order due to non payment. But when relisting it I have been charged £19.99 again. Im now 40 quid down just to advertise a bike for sale? How can that be fair

Listing fees are never refunded. 

List as classified ad, listing fee for 30 days, no other fees.

Not sold until buyer pays you.

It's the same if you advertised your bike in your local paper.  If it didn't sell,  the paper would not refund you,  your advertising fee, no matter how many times you listed your bike,  it would be charged each time, same on eBay.

Motors listing fees are always payable, sold or unsold ---

Best way to sell a your vehicle Using a PC/Laptop  ( Mobiles/Apps listings often fail to show) is >

Classified Ads. at total fee of £19. 99 will allow the exchange of contact details for viewing and price negotiation over a 30 day period --- set the Start price at or near the price that you would find acceptable --- Avoid inviting Offers which may never complete --- just continue to Negotiate an acceptable selling price and only remove the Ad. when you have a definite buyer with Cash in hand or a  Bank Transfer is safely deposited/confirmed before handing over Vehicle keys/documents on buyer viewing /collection. No additional FVF selling fee is charged.    Do not accept PayPal payment.

If it was a classified ad. then there was no need to cancel, it would have continued for the full 30 days. With a classified ad. sale is only completed when you are paid.

The only fee with a classified ad. is the £19.99, which is not refundable, and once cancelled if you relist will have to be paid again.

He made an offer, I accepted, the listing was no longer on ebay, it was classed as sold in my Ebay.

Frustrating that someone wastes my time and money 

Thanks anyway, guess I live and learn. Won't be selling on here again
