why have I now been charged for selling a vehicle that I have not sold. The buyer sent an offer which I accepted only for 12 hours later them to say it was a mistake and no longer wanted. Why is it the seller (me) now has to pay a final seller fee and then a cost to relist the vehicle

While nothing you can do about relisting fee, you have to cancel sale for non payment to get selling fee refunded.
Best to use a classified ad, no final value fee, and you do not complete the sale until paid. No payment then item continues to be for sale.
