Can the seller give out their postal  address for an item on collection only via ebay messages,before payment is made.

The seller states the eBay is blocking him from putting their address or contact number until payment has been made. But it has not stopped their said message on ebay message.sound a bit strange

Yes, eBay block messages containing contact details until after payment.    That's because they've stopped allowing cash on collection.
