Can negative feedback be left for a buyer who bids and does not pay?

Can negative feedback be left for a buyer who bids but never pays.  This buyer has in the past placed a bid on my item and then retracted the bid and now has placed the winning bid, but has not paid.  The bid was placed at the last minute so the buyer knows they have won the bid.

It's against ebay rules to leave non-positive comments for buyers.   There is no option for neg f/b.

 

Issue an Unpaid Item cancellation after 4 complete days to end transaction and put a non-payment "strike" on their account.   Too many of those and their account will be suspended.    More info:

No sellers can only leave positive. Correct thing to do is an unpaid case after 4 days, on day 5, to give buyer an Unpaid Strike, then you place buyer on your blocked bidders list, and most sellers also set their preferences to block any bidder with TWO OR MORE unpaid strikes.

Once an unpaid strike is given NO FEEDBACK can be left, so buyer cannot leave you a negative.

As advised, block this bidder.

For me, somebody who retracts a bid is a member I don't want to deal with and they always get put on my blocked list straightaway so they can't come back and annoy me again!
