Buyer requested refund but never sent item back despite me sending postage

buyer never sent item back and ebay wont step in to help.

If you haven't refunded you don't have to unless item has been returned.   If you've already refunded I'm afraid there is no way on ebay to enforce return of an item.  

As far as ebay is concerned when a refund is issued before return it means the seller does not want the item back.   Or if ebay had to force the refund the item does not have to be sent back.

There are posts literally every day from sellers who have refunded before the item has been returned.

The only way to move forward now is to communicate with the buyer and convince them that they shouldn't (morally at least) keep the item and the money.
