Hi,
I’m having trouble with a buyer, they keep buying a product I’m selling then requesting a cancellation. This has now happened for a 2nd time with the same product. Can I block the buyer? Thanks James

If you haven't agreed to cancel the latest order, I would wait 4 days then cancel the order citing Buyer Has Not paid, at least that will also give them an unpaid item strike, they are only allowed one. Gain another, and buying restrictions come into play.

Do not cancel.
Far better is to ignore the buyer and - after 4 days - open a non-payer case so that he gets a defect.
Two of those will ensure that many sellers simply will not sell to him.
You can block such buyers but there is a restriction on doing so with members with which you have been in a transaction. @jimmybrun2001

So the buyer has already payed and he payed the 1st time round also as it was buy it now. I’m going to make him wait a few days. I’ve now blocked him. Thanks for your help.

So can you still cite it as buyer not paid even though they have?
I do feel he’s just doing it to mess me around as he had made loads of offers which I had declined.

No, you can't report him for not paying if he paid for both items.
Just cancel and refund the orders through eBay, if that's what he's requested. Then block him from bidding.
If he uses another ID to continue bidding on your items there are things you can do. If necessary, ask here again.
