Hi someone has won a item that I am selling and they want to view it before paying . am I right in thinking that they have committed to buy when biden. sold unseen . Can they back out of it if it's not quite what they want ?

Viewing is not allowed before buyer pays.
Also cash on collection not allowed.
Buyer wins, pays through ebay,only then can you give contact info.
Buyer comes if happy gives you collection code,
If not happy, you cancel.

If buyer does not pay, after 4 days you cancel for non payment. Buyer gets an unpaid strike, but as there are probably no fees now the biggest benefit is that no feedback can be left.
Add buyer to blocked bidders list, if you have to cancel sale for non payment.

As it's a caravan and its cash on collection there's no way for them to pay before meeting you and if its not as described then they have the right to request you to cancel.
If you refuse to give them your address unless they pay they can report matters to eBay.

Of course they can back out. The item is 'cash on pickup' only.
If they turn up with £1200 in their pocket but decide the caravan isn't up to scratch, they can leave without completing the deal.
They can't insist that you pay you for their time or petrol.
If you want to sell to this buyer:
Remind them that it is cash on pickup
Encourage them to ask questions if they want more information
Tell them firmly that you won't pay for their time or fuel.
