Buyer has not received the item, but I can prove the receipt

I am challenging this dispute because I have already sent the item and I can prove the postage receipt. He massage me he did not. The other country I have sent the item to Spain at the same receipt, he did not mention he did not receipt the item . Which means the Belgian buyer may lies for he did not receive it . He should claim from the postage cost from the post office.

If you have tracking to show delivery,  not just a receipt that the item was posted,  then any case the buyer opens with eBay for item not received,  enter a valid tracking number showing delivery it will close the case in your favour,  no need to refund.

This of course does not stop them turning to their payment provider for hep with a refund,  again if you have a tracking number showing delivery,  this should help your case there too.

I don't know why you think the buyer in Belgium is telling lies.

You have proof of posting but the service you used, Standard International Large Letter is untracked and does not offer any proof of delivery.

As you can't prove delivery to the buyer, then you will have to refund them.  Then it will be up to you to make a claim against Royal Mail.

You need to read how the Money Back Guarantee works for buyers and sellers.
