Well if you mean restricted or blocked from buying or selling, you would have been told.

What causes you to ask this question?

It doesn't say you are Not a Registered User on your profile,  and you have current items listed for sale,  what makes you think you are blacklisted?

I see that you have returned to selling after a long break,  have you fully and correctly registered with eBay's Managed Payments?  If not,  this could restrict you being able to list more items,  until you do.

You need to provide eBay with details of a bank account and have this account verified.  The usual method here, is for eBay to send 2 micro deposits into that nominated bank account for you to receive,  and confirm to eBay.

Once this is completed,  you will be able to list items for sale,  and receive payouts from those sales.

This will show you how to register for eBay's Managed Payments.

If there is an issue with the registration contact eBay Customer Services,  who have full access to your account,  and can see where the issue lies and explain the steps you now need to take.

Contact them this way.

This is the easiest and quicket way to contact eBay Customer Services, for a Call Back option.

Lines open between 8 a.m. to 10 p.m. on weekdays.

9 a.m. to 6 p.m. on weekends.

I recommend contacting CS very first thing in the morning, when the lines first open,  as there's more chance of Dublin answering.

Seeing you used the label 'Buyer Protection' -

If you have been blacklisted from that it would be regarding the number of cases you have opened.

Hi I ordered beads from a site and they sent the wrong ones . I emailed for
return address , but after 5 unanswered emails I contacted ebay . Then the
seller sent emails accusing me of fraud, trying to spam him, being
dishonest that he could report me to the police . And more , I still
haven't got the address . But I cancelled the complaint after ebay sided
with him with getting all the facts . I'm just happy that I won't be
blacklisted. I have100% feedback and I'd hate to lose it Thankyou for
replying . Christine

As a buyer and a seller, you should really know how the Ebay Money Back Guarantee works.

Have a read of it today.

Did you read the terms of the Money Back Guarantee?

Your situation was covered by the MBG.  As advised by @john1297576  in your other post, you must 'use the tools provided by ebay.'

When you receive the wrong item, you open a return - an Ebay case.  Then, the seller has to provide a return label and you send the wrong item back.  Then, the seller can either refund you and you can buy the correct item or, if you are happy to wait, they can send you the correct item.

If you exchange messages with the seller THROUGH A CASE then Ebay can read all the messages so other members are less likely to be abusive.
