Another user pretending to be me and messaging sellers to cancel my orders (which they do)

3 Times in the past month another eBay user keeps messaging people I buy from "please cancel my order thanks" sometimes I recieve a message confirming if its really me, other times the seller just assumes its me and cancels the order.

Basically I frequently check newly listed items and purchase them if they are a good deal and then I assume this other person is mad I purchased first so they message the seller asking to cancel MY order by pretending to be me and then I assume they quickly rebuy it when its relisted.

I have their username due to many screenshots of sellers messaging me "is this really you". But I dont know how to report them because ive not bought/sold anything from this person. Does eBay have an email or anything I can use to report this user?
