Unfortunately it's very hard to advise you. We know nothing about the circumstances and even if we did it would be difficult to help. Permanent restriction means what it says. You can try to contact eBay customer support, but other sellers have often told us that they can't or won't discuss it.
Good luck, but I don't think we've ever heard of a case where a permanent restriction was removed.
