I am not able to bid for items, just purchase items immediately. I have endeavoured to contact the chat assistant, but haven't got anywhere with this being resolved. There is a statement on my account saying there are buying restrictions on my account. During the years I've been purchasing items on Ebay I have never knowingly breached any policies. I have always purchased directly etc, and provided good feedback afterwards. I am at a complete loss as to how to appeal, there isn't anywhere on the site to do this. It's very frustrating and annoying! Has anyone experienced this and been able to resolve it? Thank you.

Although your account is a few years old you haven't used it much so will be classed as a new buyer and there are activity limits for new buyers. Adding a credit card to your ebay account for verification should help. In your seller hub or My eBay go to Account tab, towards top left > Payment information > Payments > click on Add Payment Option.
If that doesn't help you can contact ebay using callback on here:

Although you talk about "the years I've been purchasing items on Ebay" your feedback history since opening your account in 2021 only shows four purchases, three of which were made within the last month.
It would be highly unusual for eBay to place an "immediate payment only" restriction on a new buyer's account. There would have to be a reason for this. From what you say you must have another or previous account or accounts with eBay; these will still be on record, plus of course eBay may have access to other financial information.
No-one here of course has such access so it's impossible to suggest why this restriction has been imposed.
You can try contacting eBay customer support. Good luck, but the user agreement does allow them to restrict any account at any time without disclosing the reason.
