Forget Replacements they hardly ever turn up. Is just a ploy to run you out of time to use the 30 Day Ebay Money Back Guarantee.
"Is Ebay safe to buy from?" It is if you bother to read the MONEY BACK GUARANTEEand follow instructions.
Replacements sound fine IF they every arrive, but as you only get one case per transaction, the Replacement is not covered, if that too is defective.
Buying from strangers online will never be "safe". However, eBay's money back guarantee gives good protection provided buyers read the conditions, exclusions and time limits. Many don't bother, until it's too late.

Buyers are often talked into waiting so long for promised replacements that it's too late to claim a refund. On eBay, if an item is damaged or not as described it's best to use eBay's MBG, get a full refund, then order a replacement if you still want it.
