I have a buyer making false claims that items missing on 3 separate occasions
The difficulty is that there is no way of proving who is right! The missing items may have gone missing in transit/prior to delivery in which case you are 100% responsible for refund.
It may seem harsh but if the buyer opens [3] "not as described" cases then you would be well advised to accept. Depending on your view as to the amount involved it may simply be best to refund without bothering to be returned to you when eBay will charge ~ £3 per item for the postage. If you do not accept the cases then eBay will almost certainly give you defects.
You are a business seller so - in any event and for whatever reason - you are required to accept returns.
Block the buyer from buying from you.
