Dwarf daffodils can handle the wind being low down. Narssissi or however you spell it.

You can also get dwarf tulips and irises.  Chinodoxa (sp) are a nice small flower as well.  Also, crocuses and grape hyacinths.  Grape hyacinths also tend to spread like mad.

Bulbs: Siberian Iris, snowdrops, crocuses, daffs (short as Ed said, also not doubles, makes them top-heavy), grape hyacinths (muscari).

Plants - Aubretia.

Yes, they do. I left a 20ft border alone for a few years and dug up 40lbs plus of the things eventually.

Oh yes don't plant them for goodness sake I have got hundreds in the garden and I didnt even plant them. Primroses would be nice I know they aren't bulbs but they are very hardy.

We've got loads of primroses and they are lovely.  Campanulas are nice as well.
