Total is more than the winning bid

Hello

I have won an item, I was the only bidder and won it at £9.99. when I go to pay the price is showing as £11.99.

Also I have noticed the price on the postage has changed, it was listed as £4.80 but when I proceed to pay it changes to £5.76. 

Can anyone explain why this is? 

on the main screen it still shows as 9.99 and 4.80 but only when I go to pay now it changes.

I can confirm the seller is from the UK and I am a UK buyer... any help much appreciated

looks like import VAT.

Something about either account is triggering VAT.  This could be as simple as originally registering the account on.com.
