Yes.
But keep it calm, factual, true and polite.
Some 'favoured' sellers managed to get feedback removed at the drop of a hat, and anything 'shouty' might be all they need..
(and daft feedback reflects just as much on the leaver as the 'leavee' sometimes !)

Just found the feedback option on my purchases as I had paid and a refund had been issued.
Just said purchase had not been honoured. Cancelled and refunded without explanation. I had to ask why and then copy and pasted there response which was "The other man wants that video so he did that's all I'm really sorry about that cheers".

What reason did the seller give for the cancellation when they issued the refund? Some sellers are a bit sneaky, and claim 'Buyer asked to cancel', even when the buyer did not ask to cancel. They do this to avoid a transaction defect.
I think a seller automatically receives a defect if the item was 'Out of stock, or damaged'.
Obviously, your seller did not have a legitimate reason - they just sold it to someone else, who presumably offered more money. It is really frustrating when this happens! 😠

Starting to become a common thing now. Just cancelled and refunded a few hours after a purchase. No explanation so I asked why? Give them their dues they responded which some sellers never do. Just outright admitted that they had somebody else interested and was selling it too them. Even give me their name which was odd. Apologised and that was it. Unbelievable.

Yes, I think most of us have had this experience - probably more than once. Unfortunately, I don't think there is any way for eBay to completely put a stop to it. A seller can always lie, and claim the item is broken/lost, then relist, or sell outside eBay.
It is always very disappointing, especially if it is an item you really wanted!
