I purchased a bike for £240 and paid immediatley
The seller messaged me and said that he wouldnt accept online payment for the bike - only cash on collection
i said that i didnt want the bike then and so to cancel the order
He said he would only give me a partial refund as ebay were charging him fees so in the end he gave a refund of £202.70
He is now asking me for the collection code for the item but ive not receieved the item and decided not to buy the bike, something about the whole thing just seemed odd.
is he right to only refund me £202.70 and should i give him the collection code?!
please help

If he cancelled the transaction correctly on ebay they will refund his selling final value fee. That would also clear up the need to mark as collected to clear the sale.

The collection code is something that a buyer gives the seller when they collect the item and not before.
If you haven't collected the item DO NOT GIVE THE SELLER THE CODE,if you do it will make things more complicated than they already are.
Seller should have cancelled the order to get their fee's back and issue you a full refund automatically.
You might have to take this up with Ebay CS as you should have received a full refund.
Once sorted you can leave appropiate feedback.You might also like to inform seller that from 1/10/24 (tomorrow,10 mins away) cash on pick up is no longer an option (with some exceptions).

In the event that you do end up having to contact eBay Customer Service in order to resolve this matter, as @roger_roger_over_and_nowt has suggested, then you can contact eBay Customer Services by clicking on this link https://www.ebay.co.uk/help/eua?id=5275&mkevt=1&mkpid and clicking on the blue button that says "Have Us Call You". The lines are open between 8:00am and 10:00pm from Monday to Friday and between 9:00am and 6:00pm on Saturday and Sunday. However, in order to stand the best chance of getting through to somebody who speaks English fluently the best option would be to contact eBay Customer Services first thing in the morning, as you are more likely to get through to the call centre in Ireland that way. If you leave it until later in the day there is always the chance that you could end up getting put through to eBay's call centre in the Philippines, in which case you may well get stuck with an eBay representative whose fluency in English leaves a lot to be desired.

You can ensure you get your full refund by opening an Item Not Received case
eBay will ensure the seller refunds you IN FULL
His fees are refunded when he refunds you so he can refund the whole amount - even if eBay have to force him to refund the full amount
