If I understand you correctly and understand what it says on the link below, then yes - although ebay will try to send the money to your bank 4 times a year.
What is the situation? Is your balance currently negative? Or is it zero - but you would be charged a fee for listing the caravan. Or ... (If you don't want to answer that's fine.)
