eBay cannot act on messages reporting a fake, as they do not see the item, and the message could easily be coming from a disgruntled buyer or even a competitor.
eBay act on cases.
If a buyer receives a fake they are protected by eBay's 30 day MBG, Money Back Guarantee policy to receive a full refund.
If enough of these cases are opened, then eBay act, with selling restrictions or issuing a total ban on selling.

Not so sure about that, TG...
Last week I reported 6 items which were almost-identical listings from different sellers, obviously all Chinese but appearing in UK search. They were all for the same well-known industry-standard piece of equipment, and clearly fakes. There are hundreds of these listings and I could have spent all day reporting them, but I've better things to do.
Four of them got the "not violated" response message, but the other two listings were removed.
The whole thing seems random.

Agreed, eBay is a disgrace for allowing the volume of false items to be advertised for sale with guaranteed delivery times but they don't even have the item for sale when you click to buy. I gave all info to eBay who said they aren't going anything wrong.

More obvious FAKES/COUNTERFEITS reported to ebay and the relevant authorities and still ebay (Not In Violation) allow the sale of these items.The majority of these are from Chinese or Russian sellers so buyers beware.

Absolutely correct with ' Buyers Beware' , wise when buying anything , anywhere from any online selling platform.
On eBay, best for buyers to be aware of the 30 day MBG, Money Back Guarantee policy too, it's written on the right hand side of every listing, and here explained on this link :
