Unfortunately eBay has descended into a complete and utter mess, what with all of these badly thought out and deeply unpopular changes that they keep on making to the site.

Is your Visa a credit card or a debit card? Only credit cards are accepted by eBay as proof of age, as minors can have debit cards (some of which have the Visa logo).
There are many other ways of proving your age but eBay doesn't accept any of them – presumably because they cannot be automated as easily as checking that a credit card is valid.

Ebay lost seller a sale. Only pittance if a figure, but what if it had been 100's I think the seller would been dancing with rage.

Same problem here today - I've just tried to buy some scissors from a seller I've purchased from twice before with the same card details. When I put all the information in and press 'next' it just goes round and round in a circle and I can't get any further. I've tried it four times this evening and I've just given up!

It's odd because I've purchased scissors twice before from the same seller using the same debit card details which I've just input today and which are now not being accepted as proof of age. I don't have a credit card so when I previously bought the scissors the details of my debit card must have been accepted. It's very strange. Obviously if the rules have now changed it means I won't be able to buy what I want.

The rules have only recently changed. Its not 100% ebays rules - it is a requirement in the UK to perform age verification (both at the point of sale and the point of delivery) for select bladed articles (and some chemicals).
ebay are a little more restrictive in that the list of items they insist falls under bladed articles is larger than it needs to be - but you will now need a credit card to carry out age verification on ebay - as this is the only option ebay offer to perform age verification.

If you have a relative or friend with a credit card and an eBay account maybe ask them to buy it for you
if they live near you then they can bring it to you
if not, they can add another delivery address on their account and use that when buying

Being a Member for over eighteen years should be proof enough that you are over eighteen years of age. e-Bay would no doubt say that a younger person could be using the account but they could also be using an adult's credit card.
The obvious answer is buy elsewhere.
