ebay say the item is outside their 30 day refund sceme. so i have 2 lamps that i cannot use because of a goverment warning saying tey were unsafe and so now i am out of pocket of over 40 pounds. Ebay should make sure their sellers are legitimate . Ebay says it is down to the sller to refund my money but he is not answering any emails. there must be something i can do.any help welcomed

You didn't read the user agreement. EBay doesn't check items or sellers here: "EBay has no control over, and does not guarantee the existence, quality, safety or legality of, items advertised; the truth or accuracy of users' content, listings or feedback; the ability of sellers to sell items; the ability of buyers to pay for items; or that a buyer or seller will actually complete a transaction or return an item."
If you import items direct from China it's very much at your own risk. EBay's money back guarantee only lasts for 30 days.
If you paid by PayPal, try filing a dispute under their longer, 180 day buyer protection. If t was the subject of a safety recall there's just a chance that they may accept that this item was not as described. You may have to return it to China at yuor own expense.
