i bought a product from a china. 3 months later ebay sent me a product recall email

ebay say the item is outside their 30 day refund sceme. so i have 2 lamps that i cannot use because of a goverment warning saying tey were unsafe and so now i am out of pocket of over 40 pounds. Ebay should make sure their sellers are legitimate . Ebay says it is down to the sller to refund my money but he is not answering any emails. there must be something i can do.any help welcomed

Did you pay via PayPal? If so, you can find the transaction in your PayPal account an open a claim for item or service not as described. I know there's a time limit on Paypal transactions as well but it's longer than 30 days.
