Seller is advertising an item as "New" but it's been used, how do I report this?

A seller who's already tried to rip me off, thankfully PayPal refunded, is now selling an item she has advertised as New but when you scroll down she claims that the item has in fact been used. How do I report this?

You will find it difficult to find a suitable reason to report.

As any buyer can get a full refund using the Money Back Guarantee , it seems a very foolish thing for the seller to do.

Yes, it is very difficult to report. She is an extremely dishonest seller, she sold me an item she hadn't got, then tried to fob me off with items that weren't even in my size, when I asked her to just refund me she told me to request a cancellation and that this would automatically refund me, it didn't. When I informed her of this, she told me it was her "day off" so she would refund me the following day. The next day she said she had refunded me, I had to open a PayPal dispute which she wouldn't respond to so it took 5 weeks to get my money back. I left her negative feedback but she somehow managed to get it removed. Now I see she's trying to con someone else, why do Ebay allow sellers like this to continue selling? It's very unfair and frustrating.
