A seller who's already tried to rip me off, thankfully PayPal refunded, is now selling an item she has advertised as New but when you scroll down she claims that the item has in fact been used. How do I report this?

Bought a pair of new trousers size 8. Paid immediately. Seller promised to post them the following day but instead I got a message stating she hadn't got the trousers, would I accept a different pair, sent me several photos of trousers, none size 8, ...
