i was barred by a well on ebay because i said the product he sold blew up i was then barred and could not get in touch with him as he barred me so much for ebays ratings i think he even lies about then says he has 99.9 satifaction well he will if people cannot complain

A seller can block who they like and yes probably 100% of sellers would block a member who left them bad feedback.
However, if you have been in a recent transaction with them, you will still be able to message them if you have queries on the product you bought from them, if blocked, you just will not be able to buy from them, though surely you would not wish to either?
