Getting refund for 2x£50 physical Steam Cards

So I ordered 3x£50 Steam Cards on 20/09/2020 and they arrived on 24/09/2020 . 2/3 of the cards had no funds on them and seller suggested I return them through DPD, who collected them on 28/09/2020. I have screenshots of the email transcripts indicating that DPD took the faulty cards and that seller was processing a PayPal refund that never occurred. I've contacted support multiple times and they suggest I talk to Ebay/PayPal. So how would I go about receiving my £100 refund?

Help would be much appreciated.

Unless you use Ebay's returns system, as you should have done, or have a tracking number proving delivery back to the seller, which I assume you don't as the items were collected, Ebay and PayPal can't help you.

But Ebay's and PayPal's buyer protection are generous extras to your consumer rights - they don't replace them. So if you have no tracking number proving delivery back to the seller, go to the CAB's website to see if there's anything you can do. I hope you at least have some actual proof that DPD did indeed collect the items, as I can't see how else you can otherwise get your money back.

So you're not caught out in future, read Ebay's Money Back Guarantee (on every eligible listing, and in various other places across the site).
