I received an item not as described and the seller agreed to a return. However, ebay then informed me that seller then said they couldn't buy a return label for me to return it. Ebay said for me to contact the seller. I am not able to do this - I get an 'oops' message and his address is in chinese anyway.The seller is no longer active on ebay, they have no account now. Ebay said I could ask them to step in from today, 23rd October, but I can't find this option and keep going round in circles. Can anyone please help?

The option appears at exactly the same time you opened the case, so if you opened at 7.30pm then it will appear at 7.30pm this evening.
