I am sure a seller has blocked me. I have a perfect buyer record and I made an offer to a seller, they did not accept but upon bidding it does not go through. This happened with another item from the same selller.
Can I be blocked by a seller?
As has already been mentioned, sellers can block buyers for any reason they like. However, it's also possible that the seller listed the item using eBay's standard selling template, instead of using the Advanced Selling Template. The standard template automatically includes the Best Offer option, which would be annoying to sellers who were not willing to sell the item for anything less than the full asking price, as they would not want to receive such offers. If that is indeed the case then if the seller had set the listing up using the Advanced Selling Template he/she could have manually deactivated the Best Offer option, leaving buyers with the Buy It Now price as the only option with which to purchase the item.
Unfortunately given the fact that this seller has now added your User ID to his/her Blocked Bidders List you will just have to accept that you are not going to be able to purchase anything from this seller. The best option, therefore, would be to forget about this seller and see if you can find an identical item being offered for sale by a different seller who has not blocked you for some reason.
Every buyer has a seeemingly 'perfect' record, even the buyer from hell, as sellers can only leave positive feedback or none at all.
As pixie said, a seller can block any member for any reason. It's possible that they didn't like your offer (was it ridiculously low...?).
But the most likely reason is that they've sensibly decided to block all international buyers, or, at the very least, buyers who are in countries which are on Royal Mail's 'suspension' list, which Cyprus is. Severe flight restrictions mean parcels having to go by sea where possible, or being stored in ever-growing mountainous piles in carriers' warehouse with little chance of movement.. And there are of course huge Customs delays, and delays in the delivery chain at both ends, due to hugely-decreased staffing levels. Selling on Ebay is extremely tough, and sellers have to protect their accounts and their livelihoods from buyers who are likely to open Item Not Received cases far too soon, and international buyers are at the top of that list. Many seem to be totally oblivious to the fact that the pandemic has caused, is causing, and will continue to cause massive delivery delays for many months to come, with the poor old sellers suffering the consequences.
But if you're prepared to wait possibly many months to receive your goods should you win the auction, ask the seller if he will add you to his blocked bidders 'exemption' list. I doubt he will under the current circumstances, but you can always ask. However, if he has also blocked blockees from contacting him, which many do, that won't of course be possible.

Buyers can't have anything except a perfect record! EBay won't allow sellers to leave anything except positive feedback and positive comments for buyers. No criticism is allowed, even when buyers don't pay, or defraud or abuse sellers.
The reason you're blocked probably isn't personal to you. Sellers can set a number of generic blocks, including blocking bidders outside the UK. Didn't you think to mention that you're in Cyprus?
You are in Cyprus and perhaps the seller does not or wish to post to Cyprus.
