Can a seller block you even with a perfect buyer record?

I am sure a seller has blocked me. I have a perfect buyer record and I made an offer to a seller, they did not accept but upon bidding it does not go through. This happened with another item from the same selller.

Can I be blocked by a seller?

yes you can be blocked by a seller for any reason

as you have been blocked after making an offer I assume the seller felt your offer was too low

I am a great buyer even if sellers can not give negative feedback.

I believe the seller didn't actually want an offer but the full price, so after my offer they blocked me. Their loss as the item hasn't sold and they relisted numerous times now. A professional would just allow you to purchase at full price if they do not want your offer, at the end of the day if you have a business you want to sell.
