Can a seller block you even with a perfect buyer record?

I am sure a seller has blocked me. I have a perfect buyer record and I made an offer to a seller, they did not accept but upon bidding it does not go through. This happened with another item from the same selller.

Can I be blocked by a seller?

Buyers can't have anything except a perfect record! EBay won't allow sellers to leave anything except positive feedback and positive comments for buyers. No criticism is allowed, even when buyers don't pay, or defraud or abuse sellers.

The reason you're blocked probably isn't personal to you. Sellers can set a number of generic blocks, including blocking bidders outside the UK. Didn't you think to mention that you're in Cyprus?

I did not know sellers could not put negative feedback.

I may be currently in Cyprus but I have a UK address. May people abroad purchase and post to family and friends in the UK.
