Can a seller block me from sending offers?

I sent an offer to a seller for an item, and ebay informed me that it had been rejected. I went to put another offer for the item, but it just says "Sorry samallen43, ***has turned down your offer of £8.00. Make another offer before the item ends" without an option to send another offer or to buy it. 

Has the seller blocked me or something? The listing is still visible but with no options to buy it.

That seller is using the quick sell option to list and not the advanced one.

When they do that Ebay add the "best offer" option without them requesting it and they don't know how to remove the option.

There are many sellers who have posted about this,angry sellers as they do not want to consider offers at all and end up with no sales because of it.Most buyers who see the best offer option won't pay the buy it now so sellers lose out and so do Ebay.

Not a very well thought out option,one of many.
