Can a seller block me from sending offers?

I sent an offer to a seller for an item, and ebay informed me that it had been rejected. I went to put another offer for the item, but it just says "Sorry samallen43, ***has turned down your offer of £8.00. Make another offer before the item ends" without an option to send another offer or to buy it. 

 

Has the seller blocked me or something? The listing is still visible but with no options to buy it.

That seller is using the quick sell option to list and not the advanced one.

 

When they do that Ebay add the "best offer" option without them requesting it and they don't know how to remove the option.

 

There are many sellers who have posted about this,angry sellers as they do not want to consider offers at all and end up with no sales because of it.Most buyers who see the best offer option won't pay the buy it now so sellers lose out and so do Ebay.

In addition to the information that has already been given, if a seller were to set up a listing using the Advanced Selling Form and included the Best Offer function on the listing then he/she could also use the option to set the Best Offer option up so as to automatically reject bids below a certain amount and to automatically accept bids equal to, or higher than, a certain amount.  If the seller left a grey area between the highest amount to automatically reject and the lowest amount to automatically accept then any offers that fell into that price range would have to be reviewed manually, in which case the seller could then accept, counteroffer, decline or completely ignore the offer made.  If, however, a buyer made an offer which was low enough to trigger the function to automatically reject the offer then the buyer would receive a message to say that the offer had been rejected, whereas if the offer was equal to, or higher than, the minimum amount that the seller had set the Best Offer option up to automatically accept then the buyer would be presented with a message telling him/her that the offer had been accepted, and that he should make payment for the item.

 

In the event that an offer is made that falls into the grey area and needs to be considered manually then if another potential buyer either makes an acceptable offer or commits to purchasing the item using the Buy It Now function then the listing would end at that point.  Any offers from other buyers that were still up for consideration would be automatically voided and the successful buyer would then have to make payment for the item.
