I wish to start a shop but need to list a lot more items and design it which may take several weeks will ebay charge me as soon as I subscribe or when I am ready

To be fair you can start using your store from day 1. How are eBay going to know when you are ready?

Plan everything you need for your store and go for it. It should not take that long to setup.
