I'm thinking of secondhand articles not new-to-market. If I were to sell an Art Deco Czech glass vase to the US, would the applicable tariff be that for Czechia where it was made ninety years ago or the UK tariff as I am in the UK? Would eBay add the 10% to the grand total and charge 10% of that?

What is your reasoning? Asking as I sell vintage and used, across all our account were averaging 50% to US.

I would have thought it's the country you're shipping from is all that matters here i.e. the UK

Currently the “de minimis” value for exemption of goods is set at $800 usd. It’s a bit of a historical loophole for items to be exempt from tariffs and duty. However this could change, as china and Hong Kong are having this exemption removed from early may I believe. It’s actually critical to small businesses as you don’t have to navigate through all the trade laws and does simplify things some what.

The country of origin - unless you have done something material to transform the item - is Czechia and that's what will determine the tariff rate.
However, as @bazinga-games says, I wouldn't worry about it.

"De Minimis" Applies to the value of the item going in to the US, as far as I am aware old and new.
Thats a value of each item of £600+ on todays exchange rates. Also don't forget that most US states already add around 10% in GST which is shown on ebay paperwork with the orders. Thats why I don't believe this will change. Although anything that side of the pond at the moment is possible!
