Set your site preferences here to show the countries you do and do not wish to post to.

I haven't seen anyone else report this issue. It sounds as if you are being targeted for some reason.
As a temporary solution you could block Pakistan as a place you post to and also block bids from accounts in Pakistan?

I have already done that but still this accounts buy with uk shipping adress but when I check the location of account is PAKISTAN I have reported some and it's a crazy one I know. I am properly targeted but they won't win on this 9 years of building my store and it's the same particular product they buy , same person bought an item requesting return and then went ahead and bought the same item again , I have checked there is no way to actually set not to sell to.accounts showing location as pakistan

I also think you can cancel a sale - and then select 'problem with address' as the reason - and I do not think this affects your seller status...

What actually happens during these "returns"?
Do they open an actual return request via eBay? If so, what reason do they select for wanting to return?

They all give the same scripted long story , how they use to buy it in a Usa Website and bla bla bla they saw exactly the items picture they knew it was what they purchased , but they will say they got a wrong item and send the same exact picture as i put in my listing i spoke . to Ebay they said there is definitely a big chance its fraud as all accounts are located in pakistan , some of the accounts have been shut down after investigating ,so the crazy bit is they will open a return and go ahead and buy the same item again under the same name and address but with a different user id all user Id name are all male names but shipping to Female in UK ,have reported the last two and they are investigating it but the annoying part is Ebay allow them to open a return and misuse the return policy while they got exactly the correct item ,well ebay has helped me with some settings to guard against it ,so i will wait and see .

Yes i actually spotted one on time as i noticed i just shipped to that address so i knew it was them again so i cancelled it quickly ,eBay advised too to keep an eye on every sale location and keep note of this names and address incase they come back under a new ID

The setting on this page only blocks buyers with a primary postage address that is in a location that you don't post to. It does not block users from any particular country; it relies on the primary postage address the buyer has specified in their eBay account. Lots of overseas buyers have a primary delivery address that is a UK-based freight-forwarder.
As mentioned previously you can block individual eBay user IDs. If it is the same buyer using different IDs there isn't much you can do other than cancel each order they make selecting "problem with buyer's address". There used to be an "unwelcome and malicious buying policy" linked from this page clearly stating eBay users could not create additional accounts to circumvent a seller's buyer restrictions. However, the link now takes you to the "violation of the eBay user agreement policy" which contains the following statement:
"Members must not create additional accounts to circumvent selling restrictions, buying limits, suspension, or to manipulate any site feature"
I suppose that last statement means the same thing with the block list being a site feature.
