charged fees although ebay removed ad

Is it normal for ebay to charge fees for item i listed and they took it down. it was for alcohol which is against their policy. but they allow businesses to advertize the same

Those businesses have an age verification programme in place and have applied for pre-approval, which is why they're allowed to sell it.

Yes, if you put a listing live you are charged listing fees (unless part of free promotion etc.). If eBay then remove the listing as it's a breach of eBay policy then those fees won't be refunded.
