Ebay messaged my account on hold for no reason

I have used my account for a long time now and today received email it's on hold but there's nothing wrong. Ebay says i have to add fee payment method but they take all fees before they release anything to me.... Im not understanding why I'm being forced to do this....

Account has been idle for a while ... everyone needs to reset/update their payment method for Selling >

There are occasions when fees are due, in addition to those deducted from payments received.

Just as an example, if you use a reserve, that fee is payable on listing, and there are other fees for extras, payable as soon as service is used, whether item sells or not.
