Does Anyone Know the Title of this Programme or Film

Not sure if it was a sit com or a film.

Similar to Upstairs, Downstairs,  some new people move in Upstairs

They prefer to spend their time downstairs with the servants, as it is more fun, but have to avoid the wrath of an old fashioned butler, who doesn`t believe that masters and servants should fratenise.

I can`t remember who was in it.

It is not "You Rang My Lord" with Paul Shane

Does anyone remember it please?

Mustard, I'm sorry nothing springs to mind, but on Wiki is a list of "fictional butlers" which I got by googling "comedy butler" and it'd surely be on there?  There are loads!
